Decree to the judges, aides-de-camp of janissary commanders, janissary guards, provincial notables, and functionaries situated on the road from my threshold of felicity to Nissa (Niš) and from there to the border of Transylvania:

General [Damian Hugo] Count of Virmont—may God end his days propitiously—who came as grand ambassador from the Roman emperor, the paragon of the great commanders of the community of Messiah, sent a petition to my threshold of felicity [about the following matter]:

A Jewish [merchant] named Isaac Moshi, a subject of the aforesaid Roman emperor goes to the direction of Transylvania along with his two men. (The ambassador) requested my imperial decree so that, as they arrive and enter into the administrative territory of whomever among you, when they are on the road, at stations, and during the stages of the journey, [no one] shall interfere with his and his men’s passing and attack their garments or their flock of animals. No one shall injure them in violation of the imperial letter of agreement (ʿahdnāme-i ḥumāyūn) with claims of tribute, under other pretexts, or with claims of money. Each of you shall pay attention and take great care of sending and delivering them safe and sound among each other. My illustrious edict has been issued for all of you to act in the described way. So have I commanded!
