Comment:Stefan Savov Bobchev (1853 - 1940) was a jurist, publicist, scholar, politician and Deputy, Minister of Justice (1884 - 1885) in Eastern Rumelia and Minister of Education (1911 - 1912) in the Kingdom of Bulgaria, Bulgarian Minister plenipotentiary in St. Petersburg (1912 - 1913). Bobchev was member of the Bulgarian Literary Society and one of the founders of the University of Sofia (1888); 1921 - 1937 he was Chairman of the Bulgarian Academy of Sciences.
