The matters presented here are considered to align with the articles of the imperial letters of agreement (ʿahdnāme-i hümāyūn). However, certain topics do not fall within the scope of the provisions of the imperial letter of agreement; they require renewed authorization and approval. The following are short responses provided about those topics, after thoroughly investigating their conformity with the principles of the customary Islamic law, which serves as the foundation of both religion and state. May his majesty, the most esteemed and exalted sultan, be blessed with enduring prosperity. I am writing to request humbly to bring to the esteemed attention of your majesty, the concerns that I recently presented in your imperial presence on behalf my illustrious caesar. The [addressing of the] aforementioned matters comply with justice. It is evident that they must be implemented in strict adherence to the provisions outlined in the imperial letter of agreement (ʿahdnāme-i hümāyūn). Therefore, it has been deemed appropriate to submit and clarify these matters in writing, presenting each issue separately. We hope that, once a matter is approved, the related decrees and charters will be graciously granted to us, not only renewing and reinforcing them in this way, but also rectifying any deficiencies and enhancing them for greater efficacy. Thus, the treaty and peace agreement established between us as well as the ceremonial obligations and necessities of the mutual friendship and good neighborly relations shall be upheld.

As per the requirements of the customary Islamic law, both within and beyond the sacred city of Jerusalem, the sites of pilgrimage and monasteries belonging to the Christian communities shall remain under the authority and custodianship of those in whose possession they were left at the time of the conquest. In the imperial charter granted to the Catholic clergy, the name of any Christian sovereign is not mentioned. The shared pilgrimage sites, which all Christians have jointly revered since ancient times, cannot be allocated exclusively to any single sect. However, neither the Austrian nor any other Catholic clergy shall be prevented from continuing their traditional pilgrimages, as they have done since day immemorial. In this regard, the provisions of the imperial letter of agreement shall be duly observed. The first article is as follows: Both within the sacred city of Jerusalem and in its surrounding regions, all Catholic pilgrimage sites, along with their respective attachments and appendages, shall be granted exemption and protection under the time-honored legal provisions granted to Catholic monks. Per the longstanding customs upheld and reaffirmed by all previous sultans to this day, these sites shall be explicitly detailed and declared in a charter issued upon the request of his majesties the caesar, bearing reference to his name. This decree shall ensure their preservation and confirmation, and it shall be further validated by an imperial sign, thereby formally designating their status.

In the case of the churches on the island of Chios that were demolished at the time of the conquest, there is absolutely no legal basis in Islamic law for returning them. Whether in Chios or other Islamic territories, those who have settled and possess vineyards, gardens, fields, and properties, and who pay tithes and land taxes, are not considered musta’mins (temporary foreign residents who are given protection during their stay in the Ottoman lands) but rather dhimmi subjects. They are treated by the Sublime State in accordance with the conditions most suitable to their status. The provision stated in the thirteenth article of the newly issued imperial letter of agreement is as follows: Latin clergy are permitted to perform their religious rites in the churches that have remained in their possession since ancient times, and they should not be disturbed in any way that violates the imperial letter of agreement or Islamic law. However, this provision does not extend to churches that were not left in their possession after the conquest and does not grant them the right to reclaim such churches. In particular, churches that were demolished with the knowledge of religious authorities and for the sake of maintaining public order cannot, under any circumstances, be rebuilt according to Islamic law. The status of these churches and the noble decrees issued concerning them after the conquest are widely known. Under the requirements of Islamic law and the maintenance of public order, previously issued noble edicts cannot be altered or revoked; they must be enforced as they stand. The noble decrees that remain in the hands of the Latin clergy and that are in conformity with Islamic law and the content of the imperial letter of agreement shall remain valid. As long as they conduct themselves appropriately and do not interfere in the affairs of other dhimmi subjects, there shall be no intervention in their religious practices. In the case of old churches requiring repair or restoration, an investigation will be conducted according to Islamic legal requirements, and if permitted, new noble edicts shall be issued accordingly. The second article states that, for the Christian rite and Christian clergy, those who belong to the Roman Catholic denomination shall continue to benefit from the privileges granted to them within the well-protected domains. These privileges, whether in the form of imperial letters of agreement (ʿahdnāme-i hümāyūn), sultanic patents, or noble decrees, are to be recognized and upheld by the most noble and powerful sultan, as stipulated in the thirteenth article of the newly issued imperial letter of agreement. Accordingly, those adhering to the Roman Catholic faith are permitted to repair and restore their churches and to conduct their religious ceremonies as per their long-standing customs. Furthermore, they shall not be offended through any form of threat in violation of the imperial letter of agreement and contrary to the sacred Islamic law, nor shall any monetary demands be imposed upon them. Regardless of which group they belong to, they shall not be subjected to any form of assault, so that they remain in a state of peace and security under imperial protection. Accordingly, the churches on the island of Chios, which were seized and demolished due to the conflicts and disputes, as well as through the appeals and misinformation submitted by malevolent individuals against the clergy of these churches, shall be permitted to be reconstructed. Furthermore, the decrees issued in the year 1106 about the European clergy, which were disseminated throughout the well-protected domains, were based on unfounded accusations and misinformation. These decrees have become the basis of misinformation and false accusations; they do not align with the concerns of the Catholic clergy. Therefore, they shall be annulled alltogether, and henceforth, they shall not serve as a basis for any further action.

As per Islamic law, a noble decree shall be issued to inspect and verify the locations requiring restoration. The third article states that the church and monastery belonging to the Dominican clergy in Galata require repair. Therefore, the necessary permission shall be granted for their restoration and renovation.

They are not prohibited from worshiping according to their faith and reciting the Bible privately and without public display. However, no decree shall be issued explicitly instructing them to recite. If they convert their quarters into a place of worship and perform their religious ceremonies and recite the Bible in a congregational manner, they shall be prohibited according to Islamic law. The fourth article states that a noble decree shall affirm that the Catholic priests who are subjects of the Roman emperor residing at the crossroads in Galata may conduct their worship according to their rites in their homes; when they chant the Bible, no one shall interfere with or attack them.

The European Catholics, Greeks, Armenians, and other Christian communities in the well-protected dominions shall remain separated from one another, as they have been since ancient times and they shall not mix. No interference contrary to Islamic law shall be permitted. The fifth article states that the Greek patriarchs and bishops shall not exercise authority over the Catholics residing in the well-protected domains. The Greek patriarchs shall have no involvement with the Catholics, there shall be no conflicts between the two groups, and there shall be no demands for taxes or charitable donations from the Catholics. To ensure that they remain as completely seperate communities, firm decrees shall be issued, and the necessary decrees ensuring the security of the Catholic clergy shall be written and delivered.

The previously issued imperial charter related to merchants and trade shall be renewed exactly as it is. The sixth article states that the noble decree previously granted by the late Sultan Mehmed (IV) to Graf (Walter) Leslie, the grand ambassador of the caesar, concerning trade within the well-protected domains, shall be renewed in its entirety, including all its conditions and stipulations.

The conditions agreed upon post-conquest with the Latin Catholic community of Chios shall remain unchanged and upheld in their original form. The seventh article states that after the liberation of the island of Chios, the Catholic subjects residing there, who follow the Latin rite, were falsely accused of betrayal and oppressed by their adversaries through slander and reports contrary to truth. As a result, they were deprived of the exemption and privileges they once shared with the Greek community. It is evident that all these accusations were falsely attributed to them by their enemies and were based on misleading reports. The Catholics of the Latin rite remained loyal and steadfast to their sovereign, just like others, and they prepared themselves to face all dangers in defense of the island. During the Venetian siege of the fortress, their conduct was evident to the esteemed Deputy Grand Vizier Hasan Pasha, who was the fortress commander at the time and can bear witness to their actions. Accordingly, their previous exemptions shall be reinstated, and they shall once again enjoy the same privileges as the Greek community. As in ancient times, the Latin and Greek communities shall remain united and prosperous, continuing to offer prayers for the endurance of the fortune and might of the sultan.

What is demanded from them is their jizya; it is not permissable by any means to reduce it. The eighth article states that it is well known to the Ottoman State that the lords of Dubrovnik, due to the prolonged war over many years, have been unable to conduct trade as the ports of Bosnia and Herzegovina were closed. As a result, they have been unable to pay the tribute they customarily provided in exchange for the protection of the sultan. Being in extreme poverty and hardship, they lacked the means to fulfill their financial obligations, and thus, out of imperial mercy, both past dues and the amounts required until the conclusion of the peace agreement have been pardoned. The lords of Dubrovnik shall be protected and safeguarded, and in order to enable them to meet their financial obligations, their tribute shall be mercifully reduced. Furthermore, the ports of Bosnia and Herzegovina shall be designated exclusively for their use, and the goods transported shall neither be brought to nor taken from the fortresses of Gabela and Nevesinje. Their borders shall remain contiguous with those of the Sublime State as they have been since ancient times, and they shall not be separated. These lords know that the sultanic decrees that will be granted to them from the grace of the sultan will have been granted in response to the requests of my imperial majesty, the ceaser, and his protection over them.
