Accompanied by two attendants, wherever he enters your respective seats of government and districts, accommodate him in suitable places, provide food and drink at current market prices in exchange for payment, and ensure that no one hinders him from visiting the places he wishes to see. Along the roads, in the stations, and during the journey, neither he nor his belongings and animals should be interfered with; he should not be troubled by demands for tribute or other levies contrary to the imperial letter of agreement. Provide protection and safety, ensuring that he is passed along from one of you to the next in complete security and well-being. At the request of the ambassador for my imperial decree on this matter, I order that the aforementioned measures be implemented. So is the decree. 28 June–7 July 1700
