Decree to all judges along the road from Istanbul to Russe and the voivode of Wallachia , as well as to the aides-de-camp of janissaries, janissary guards, harbormasters, and the other provincial notables and functionaries:

The paragon of the great commanders of Christendom and a pillar among their illustrious ranks, Graf Wolfgang (IV) of zu Oettingen(-Wallerstein)—may he end his days propitiously— who is currently at my court as the grand ambassador of the ceaser of Austria has sent a petition to my imperial presence.

He stated that Graf von Leiningen(?), commander of the Prešov fortress and its surroundings close to the border of Transylvania, purchased nine head of horses and various other goods at Istanbul and have them sent to him through a trusted agent named Varsia Tarkuli(?). If the horses and other items sent to Graf von Leiningen(?) pass through any of your jurisdictions, no demands for payments such as tribute, customs duties, taxes, or other fees should be made by collectors, customs officials, tax collectors, or any other authorities along the roads and at stops or stations. You are to ensure their protection and security, and to facilitate their safe and unhindered passage to one another and, eventually, to their destination. An imperial edict of great dignity has been issued on this matter, commanding you to act according to the detailed instructions provided. So is the edict. 30 May–8 June 1700
