Comment:Pjotr Dmitrievich Parensov (1843 - 1914) was a Russian officer during the Russo-Ottoman War of 1877 - 1878, lieutenant general, and the first Minister of War of the Principality of Bulgaria in 1879. Recto: hand-written dedication to General Dikov, signature of Parensov and date in Russian.
